So the " Katrina " disaster began, year by year cuts and cessation of the flow of federal $ DOLLARS $ for levee building and maintenance (2)(3)(4) (5)(6).
- Category 4 and 5 Protection "In August 2002, the Corps completed a reconnaissance study of whether to strengthen coastal Louisiana's hurricane damage reduction projects, including the New Orleans projects, to protect against Category 4 and 5 storms. As part of a feasibility study, the Corps analyzes the national benefits and costs of a storm damage reduction project. How these evaluations are performed and the costs and benefits that are included has long been debated. For example, structures in New Orleans area generally were not built to withstand Category 5 winds; therefore, providing Category 5 protection from storm surges will not protect the city and its structures from a Category 5 hurricane's winds and other threats. These analyses also take into account the likelihood of various storm events happening."

Very good now look at the chart , locate the number 2005 on the " X" axis ( the numbers on the bottom ) , lay a piece of paper on the screen such that the "90o " ( right angle formed by the edge of the paper) is next to 2005 . Follow the edge of the paper in a vertical direction ( UP ) to the dot on the graph ( the red line ) that is #4 from the end of the red line. Locate the nearest horizontal line that crosses the red line. Lawrence Novak, 54, an attorney from Brockton, was arrested at his home Tuesday after investigators said he allegedly offered to launder drug profits for Scott Holyoke, who is awaiting trial on federal drug trafficking charges and agreed to be a cooperating witness against Novak for the FBI.

Brown is just a fall guy for the most recent BUSH blunder of Katrina. PRESIDENT BUSH is SPINNING the Katrina disaster to present a supposed dis functional FEMA. Brown is just a straw man for his investigation to focus on ( so they look busy) doing something. Brown is providing lots of press photo ops. All the while PRESIDENT BUSH looks PRESIDENTIAL as the SPIN machine talks up the problems of intraorganizational communications during a disaster the size of Katrina. Point to the New Orleans police force they messed up no station, no communications maybe a few working cars short on amo no food no water , the have no place to sleep, they are ready. The Louisiana National Guard is ready, all their equipment is under water . They did it, why didn't the governor call them up, oops they are mostly in Iraq too bad why didn't Nagin use busses to drive the poor out of town they are sitting there , any body can drive a bus right did you see the bus that went up in flames what went wrong ? The driver was trying to shoot the problem as they were driving . If this driver had been a non bus driver they all would have died an untrained driver would have been clueless and burned in the bus. As it turned out some were saved.
The reality is this problem with the New Orleans post eye wall levee breach was caused by poor maintenance and general neglect as a result of continuous budget cuts and the " wet lands depletion policy" set in place by the BUSH administration (1)<(2)(3)(4)(5) (6).

One of my earliest memories as a child was watching the evening news and seeing a tape of " Bull Conner's " dogs biting a girl in a white dress. I tossed my bottle at the tv . My mother told my dad " we should turn the to a different channel this is upsetting Jackie " my dad did and I turned the channel back. The " News " has been my window on the world for over 50 years and considering the current perversion of the " REPORTERS MANDATE " makes this one of the saddest years of them all. Once upon a time long long ago the insurer agreed for a fee to cover all medically ethical and FDA approved prescriptions prescribed by a doctor. Now you pay the fee and they may or may not cover the prescribed drugs, they don't have to tell you what drugs they cover and they can drop drugs at any time. They can " go out of business at any time " stop covering people in your zone or area, but you must wait until the scheduled enrollment period to change insurers. Very good !!!! for the F.O.G. Tell me how you made the quantum jump from the Presidents tax cuts to saying that they produced the Katrina disaster. I thought hurricanes were natural disasters, not something any person, including the President, had control over. Additionally, if you don't know it, the problem with the levees have been known for years before President Bush took office and would take decades to upgrade to the point they would have been able to handle a Category 4 or 5 hurricane. If you would like some sources to review the background, let me know and I will gladly provide them.

NEW ORLEANS _ The system of levees and concrete walls that was supposed to protect the New Orleans area from flooding was breached in dozens of places, investigators said Friday, a finding that means the failures were far more widespread than originally thought.
Engineers investigating the failures said they are increasingly convinced that floodwaters did not overtop two key floodwalls that collapsed after Hurricane Katrina struck Aug. 29, swamping large portions of the city. Instead, evidence suggests that the floodwalls were weakened by shifting soil beneath them, a team of experts from the American Society of Civil Engineers and the National Science Foundation reported.
In the days after the storm, the U.S. Army Corps of Engineers and others focused attention on a few prominent breaches. But the team of engineers said water broke through in many more spots.

"Washington knew exactly what needed to be done to protect the citizens of New Orleans from disasters like Katrina. Yet federal funding for Louisiana flood control projects was diverted to pay for the war in Iraq.
In 1995 Congress authorized the Southeast Louisiana Urban Flood Control Project, or SELA.
Over the next 10 years, the Army Corps of Engineers, tasked with carrying out SELA, spent $430 million on shoring up levees and building pumping stations, with $50 million in local aid. But at least $250 million in crucial projects remained, even as hurricane activity in the Atlantic Basin increased dramatically and the levees surrounding New Orleans continued to subside.
In early 2004, as the cost of the conflict in Iraq soared, President Bush proposed spending less than 20 percent of what the Corps said was needed for Lake Pontchartrain, according to this Feb. 16, 2004, article, in New Orleans CityBusiness:
The $750 million Lake Pontchartrain and Vicinity Hurricane Protection project is another major Corps project, which remains about 20% incomplete due to lack of funds, said Al Naomi, project manager. NEW ORLEANS _ The system of levees and concrete walls that was supposed to protect the New Orleans area from flooding was breached in dozens of places, investigators said Friday, a finding that means the failures were far more widespread than originally thought.
Engineers investigating the failures said they are increasingly convinced that floodwaters did not overtop two key floodwalls that collapsed after Hurricane Katrina struck Aug. 29, swamping large portions of the city. Instead, evidence suggests that the floodwalls were weakened by shifting soil beneath them, a team of experts from the American Society of Civil Engineers and the National Science Foundation reported.
In the days after the storm, the U.S. Army Corps of Engineers and others focused attention on a few prominent breaches. But the team of engineers said water broke through in many more spots.

In 1995 Congress authorized the Southeast Louisiana Urban Flood Control Project, or SELA.
Over the next 10 years, the Army Corps of Engineers, tasked with carrying out SELA, spent $430 million on shoring up levees and building pumping stations, with $50 million in local aid. But at least $250 million in crucial projects remained, even as hurricane activity in the Atlantic Basin increased dramatically and the levees surrounding New Orleans continued to subside.
In early 2004, as the cost of the conflict in Iraq soared, President Bush proposed spending less than 20 percent of what the Corps said was needed for Lake Pontchartrain, according to this Feb. 16, 2004, article, in New Orleans CityBusiness:
The $750 million Lake Pontchartrain and Vicinity Hurricane Protection project is another major Corps project, which remains about 20% incomplete due to lack of funds, said Al Naomi, project manager. The SELA started in 1995. the levees have been sinking ( as in settling, continuing to go down into the earth , sub siding,,going down ) since they were built. This is a ongoing problem that requires continuous maintenance as in money . BUSH's 2001 Tax Cut (1) was BUSH"s first chance to cut SELA so BUSH cut SELA . The project was only 80% complete and the levees were sinking booth complete and incomplete sections. BOSTON --The vice chairman of the state Republican Party was charged Tuesday with money-laundering after he allegedly offered to "cleanse" drug proceeds for a legal client.
Lawrence Novak, 54, an attorney from Brockton, was arrested at his home Tuesday after investigators said he allegedly offered to launder drug profits for Scott Holyoke, who is awaiting trial on federal drug trafficking charges and agreed to be a cooperating witness against Novak for the FBI.

People around the world know about this disparity between the "rich" and the "poor" in the United States of America, we can't hid this fact from the world. These "sub-citizens" are known to all.
Before any thing in the United States of America can change there must be a change in the budgeting psyche of Congress. The current " vision " guiding the congressional budgeting process is maximum PORK distribution to the wealthiest of the wealthy, the F.O.G. ( FRIENDS OF GEORGE ) (1)(2)(3)(4)<(5)(6). We the people must break the RNC'S hold on the US House of Representatives and the US SENATE . The return to budgetary sanity in congress will result in a more balanced approach to program funding and end of " pork by intelligent design " in the congress.
Once this break with the RNC is complete, a drive to include the "sub-citizens" ( POOR ) in the economy of the United States of America . This dive must also be linked to a SOCIAL SECURITY ADMINISTRATION stabilized with modest combination of FICA tax hikes and /or SOCIAL SECURITY ADMINISTRATION Trust fixes. Once this SOCIAL SECURITY ADMINISTRATION stabilization has been accomplished an add on to SOCIAL SECURITY ADMINISTRATION must be enacted to increase the spending power of tomorrow's retired seniors. The spending increase is needed because of the large size disparity between the BOOMERS and the Gen Y and Gen X'ers. We cannot risk a large drop in consumer spending in the next 30 years.
The goal is to double the SOCIAL SECURITY ADMINISTRATION income of a senior that has worked the " 40 quarters " and above. This program must include ALL AMERICANS with no exceptions . From the poorest of the working poor to the wealthiest the base SOCIAL SECURITY ADMINISTRATION safety net must expand to assure that all seniors will be able to shoulder more of the burden of THEIR OWN SUPPORT. We cannot allow masses of seniors to become "sub-citizens". If we loose their spending power we lose growth potential at the worst of all times.
In order to produce the needed doubling of the base SOCIAL SECURITY ADMINISTRATION benefit we must enact a REAL INCENTIVEIZED RETIREMENT SAVINGS PROGRAM.
Once these things are set in place we can begin to tweak our import / export tariffs and quotas. We must in effect get our own house in order and tuned to maximize the utility of ALL AMERICANS then we can deal with out side pressures. We are all AMERICANS and We all live in AMERICA. The BUSH administration is poised to solve the Katrina debt problem by having the IRS audit the poor (1)(2) and by cutting all entitlement programs they can lay hands upon. This is SOP for the SADISTIC NE-CON EVANGELICAL ACTIVISTS on the hill. One thing for sure the PORK(3)(3)(4)(5)<(6)(7) will continue to flow to the F.O.G. ( FRIENDS OF GEORGE ) .
